2024 Local Elections: How Portlaoise was decided after a marathon battle in 2019

In the LaoisToday Live Blog of the 2019 Local Elections, our resident political analyst at the time John Whelan coined two phrases that aptly summed up the two main stories of that particular count.

‘The Battle for Borris’ was how he described the showdown between Independent Brendan Phelan and Fine Gael duo Conor Bergin and David Goodwin for the last two seats. The three of them had averaged over 900 first preferences apiece.

In Portlaoise it was a different fight, coined by Whelan as a ‘scrap’, Thomasina Connell and Dom Dunne duelling it out for the final seat after the first six seats had been filled by candidates who had finished way clear.

Here we look back on it, count by gruelling count.

1st Count 

In a large field of 16 candidates, the Portlaoise-based Willie Aird (Fine Gael) and Fianna Fáil’s John Joe Fennelly from Abbeyleix comfortably exceeded the quota of 1,278 on the first count and were duly elected.

With the candidates packed tightly at the bottom, Aird’s surplus was the first to be dealt with and distributed in the 2nd count.

Caroline Dwane-Stanley (Sinn Féin), Catherine Fitzgerald (Fianna Fáil), Mary Sweeney (Fine Gael) and Noel Tuohy (Labour) all polled very strongly but fell short of the quota.

2nd Count – Transfer of Willie Aird (Fine Gael) surplus (295)

Almost half of Willie Aird’s surplus of 295 (142) stayed within the Fine Gael party with his long-serving colleague Mary Sweeney picking up 76 and newcomer Thomasina Connell getting 66.

That lump of transfers was enough for Connell to overtake Independent candidate Naeem Iqbal in the race for the final seat. It also helped nudge Mary Sweeney ahead of Noel Tuohy, though in that instance, that was rather academic as both were comfortable anyway.

John Joe Fennelly’s surplus of 178 was next to be distributed. Just over a third of that went to his Fianna Fáil colleagues Catherine Fitzgerald (37), Pauline Madigan (15) and Donal Kelly (12) but the biggest lump (59) stayed relatively local – to Fine Gael’s Mary Sweeney in Ballyroan.

By this stage nobody else had reached the quota so the bottom candidate, Judith Preston-Grace, was eliminated and her votes were distributed.

As an Independent, there was no real big winner here and her transfers effected no considerable change.

Again nobody further was elected so the bottom candidate – Sinn Fein’s John Gormley was next to go.

With two candidates in the field Sinn Féin never challenged for two seats but John Gormley’s transfers helped his running mate Caroline Dwane-Stanley over the line. Despite being an Abbeyleix-based candidate, almost 60% of his transfers stayed within the party.

Mary Sweeney was the next biggest beneficiary as she overtook Catherine Fitzgerald in the race for the fourth seat.

The next job was to distribute Caroline Dwane-Stanley’s surplus of 56 votes. With no Sinn Féin candidate remaining to pick up her transfers, the votes were relatively evenly spread across the remaining candidates.

Nobody reached the quota so the next lowest – Renua’s Noel O’Rourke – was next to go.

Renua’s short-lived status as a party saw them run two candidates in Portlaoise in 2019 and when Noel O’Rourke’s 149 votes were distributed, half of them went to his running mate Dom Dunne, helping him overtake Naeem Iqbal and close the gap on Thomasina Connell to 40 votes.

Again nobody reached the quota so Independent Tom Duffy was next to be eliminated.

A Portlaoise-based Independent, Tom Duffy’s votes largely stayed in the Town, and again helped Dom Dunne get the gap back to 24 votes behind Thomasina.

Nobody reached the quota again so Pauline Madigan is next to be knocked out of the running.

9th count – Distribution of Pauline Madigan (Fianna Fáil) votes (366)

The biggest block of votes to be distributed came with the elimination of Pauline Madigan. Just under 40% of them stay within Fianna Fáil and the 82 for Catherine Fitzgerald allow her exceed the quota and officially regain her seat.

The 62 to Donal Kelly sees him overtake Timothy Adejumo and stay in the race for the time being.

In the battle between Thomasina and Dom, they get practically the same – a crucial one for Thomasina as Dom is a neighbour of Pauline’s and could have expected to do a bit better.

Catherine Fitzgerald’s now surplus of 10 votes wouldn’t be enough for Adejumo to stay in the race so he is eliminated and the count staff move on to distributing his vote.

The distribution of New Irish candidate and Nigerian native Timothy Adejumo (Independent) had two significant effects. Firstly the 40 votes he sent Noel Tuohy’s way got the Labour man over the line.

Secondly, he gave 73 votes to Pakistan native Naeem Iqbal, a sufficient amount for him to haul himself right back into contention ahead of Dom Dunne and 22 votes behind Thomasina Connell.

Another crucial block of votes in the race for that last seat. Interestingly Kelly, a Portlaoise-based Fianna Fáil candidate, gives more votes to Fine Gael’s Mary Sweeney from Ballyroan than anyone else. That gets Sweeney over the line.

And it’s another blow for Dom Dunne, who gets 77 from his former FF colleague to overtake Naeem again, but only 11 more than Thomasina. Mary Sweeney’s surplus will be next to go.

And then there were two. As expected Thomasina Connell fares best in the transfer of Mary Sweeney’s surplus, picking up 24, six more than Dom Dunne and 12 more than Naeem Iqbal to stay ahead. At this stage every single vote is absolutely crucial.

As the lowest remaining candidate, Naeem Iqbal is eliminated. His votes will decide the final seat. Thomasina has 49 votes to spare over Dom at this stage and has to hope it’s sufficient.

By now things are well scattered. Over 70% of Iqbal’s votes are non-transferrable and that’s good news for the candidate that’s well in front.

Thomasina duly picks up a further 93 votes; Dom gets 89. It’s all over. The Fine Gael candidate takes the final seat without reaching the quota. The Renua man bows out after a fine showing.
